If you can get git (http://git.or.cz/) working:
git-clone 'git://dev.tty.nl/perl'

otherwise using the latest release would probably be best:
http://dev.tty.nl/static/kurila/kurila-1.5_0.tar.gz

I just created a kurila mailing list at kurila@googlegroups.com and have set
the reply-to to that list.
