CPANPLUS broken again

The CPANPLUS tests pass, but aren't happy.
$ ./perl harness
../lib/CPANPLUS/Dist/Build/t/01_CPANPLUS-Dist-Build-Constants.t

Could not find the 'cpanp-run-perl' binary in your path--this may be a
problem.
Please locate this program and set your 'perlwrapper' config entry to its path.
From the default shell, you can do this by typing:
s program perlwrapper FULL_PATH_TO_CPANP_RUN_PERL
s save
../lib/CPANPLUS/Dist/Build/t/01_CPANPLUS-Dist-Build-Constants....ok
All tests successful.
Files=1, Tests=5, 1 wallclock secs ( 0.80 cusr + 0.02 csys = 0.82 CPU)
Moreover I would like a heads-up on how far we are to have this pass
or at least produce a stable release for CPAN upload (even if not
perfect on VMS). Same remark on Module::Build.
We're delaying 5.10 for weeks, if not months, because those modules
are not portable, and are too fragile. I really start to wonder
whether they're stable enough to be part of the core and whether I
should not remove them.
