IMHO it would be better to work with the various packagers of the OS-es
and increase the number of important modules (to whatever meaning of
important) that are installable by the packaging system of the OS-es.

If you are in the same position, let's get together and try to formulate
the CPAN Porters or whatever we will call that.

I have started to work on something, but got busy lately.
I hope by YAPC::EU I'll be able to improve it:
