[perl #37140] Building recent Perl on Mac OSX

The general recommendation has been to leave the Perl installed with Mac
OS X alone if you want a more recent Perl.  Instead, if you want to
install a new Perl on your own, you should put it in /usr/local or any
other place that you prefer.
