This is the last message I see relating to adding CPANPLUS. Where is
that effort at?

CPAN.pm. Instead, it will become part of the core in 5.10 under a
new (as yet undetermined) name and CPAN.pm will be deprecated. The
Classic shell provides the feel of the CPAN.pm user interface, but
no backwards compatibility to the coding interface is provided.
