[PATCH] Symbian blead update: Symbian port 0.2.0

As a major new feature a packaging utility, sisify.pl, is introduced.
It allows packaging Perl scripts and/or modules into SIS files which
can then be installed to the Symbian / Series 60 devices: in the case
of scripts Symbian native application frontend launchpads are created
(from templates inlined in the script, scary), in the case of modules
they are installed to the appropriate module directories of Perl.

(The Symbian utilities 'makesis' and 'uidcrc' are prereqs for 'sisify'.)
