Subject: RedHat 9, MakeMaker, Config and UTF-8
Been getting a load of reports about MakeMaker not working on RedHat 9.
The problem is there's damage to Config on RedHat 9 related to UTF8.
The work around is setting LANG=C will fix it. Chip Turner's aware of
it and working on an errata.
