The word 'core' is used to mean both, in different contexts. I can see
in this case how someone not familiar with that fact could be easily
confused.

ISTR someone mentioning that there could be a clearer way to differentiate,
but usage tends toward clarity and toward standing convention both, and
sometimes one overrides the other. 'Core' is the word that's still used
in both cases. It's probably a good idea to read carefully for context
when there's any doubt, just as with context in a Perl program.
