Module submission HTML::Normalize

The following module was proposed for inclusion in the Module List:

  rationale:

    Scrubber/Sanitizer are designed for deleting ranges of elements.
    HTML::Normalize is designed to clean up HTML by fixing tag soup,
    inappropriate element nesting, and removing (user specified) default
    attributes where appropriate.

    Over time HTML::Normalize will improve in its ability to reduce
    "noise" in HTML and to normalize element ordering and nesting.
