I've just added a partial implementation of the new PREFIXifing logic.

    * not portable
    * does not take into account legacy dirs
    * does not try to be clever about lib
    * INSTALLDIRS=vendor not implemented
    * make install PREFIX=foo not supported
    * INSTALLPOD isn't implemented

I put it in there to put the logic through it's paces and so people
can see what happens.


To try it out, throw the attached Makefile.PL into an empty directory
and run it normally.  Try it with PREFIX, LIBPREFIX & MANPREFIX.  Post
up the results, if you think it's correct and if not, what it should
have done.
