I was able to get it working.
I installed fink and then pulled in the dbd-pg module in from that.

DBI and DBD::Pg work great.
I do not have a user command line psql.
but right now I'm not sure if I really need it.

I think the right answer is to eventually just install postgresql and  
not start the database.
