Win32 pm won't install through PPM

I'm using PPM to download and install on XP Pro the Win32 pm and it
comes up with a path error
ERROR: 500 Cannot write to 'C:\DOCUME~1\regbuild\LOCALS~1\Temp\ppm-
ZriaEM/Win32-x86-multi-thread-5.8/Win32-0.34.tgz': No such file or
directory

This happens on 2 different machines. Note the '\' and '/' which is
probably what's causing this.

Is there a way to work around this? I found the tar.gz on CPAN and
downloaded manually, but I don't know how to manually import it into
AS Perl.
