I guess you are talking about  https://www.socialtext.net/perl5/
While I would like to have a better solution but in the meantime
there is the big "Registration and Support" link at the top that leads
to a page which tells me to ask one of the administrators to get a new
account.

Unfortunately I am the only one listed there :-(

I don't have any more powers there but I can add new users.
