I think that sounds a good place to start.
Once it's building correctly on Strawberry, it should also build for any 
other win32 perls (including ActiveState perls) that use the mingw compiler 
and have a mingw-built freeglut library available.

Catering for MS compilers might need some special attention as the name of 
the import library might be different.
