Seek string to time module

Hiya

Is there a module to parse time.

I.e. 00:01:20.

The idea was to convert a string, i.e. time, and then to see if the time given is greater than a threshold, for example 1 hour.

Hope I make sense. If anyone could help, it would be appreciated.
